How to form the Jomsvikings?
How long does it take for the Jomsvikings to form?

Does the province have to be germanic or just I as the ruler?

take the duchy of micklenburg south of danmark. I believe you need the county of rostock to be in a germanic religion holders hands (preferably yours) and then they will spawn wanting a barony there.

I don't believe you physically need to convert the province, you just need to own it.

Obviously need to be reformed also.

do I need to own the entire duchy or just a province?

as far as I remember, not entire duchy, just one of the three counts (But I'm not entirely sure), but it can't happen before some point of the game, around year 1000 I think.

Next time you have a question like that, just look the CK2 wiki on the internet, it's a bible :

http://www.ckiiwiki.com/Crusader_Kings_II_Wiki

Here are the exact requirements to activate the event making the Jormsvikings appear, according to it :

The Old Gods DLC
The year is at least 920
Either Stettin, Wolgast, Rügen or Werle has a free holding
The count holding the chosen county is Germanic or Reformed Germanic
The holder accepts the creation

^ was rugen, not rostock. my bad ;) But as a reformed germanic you would probably holy war the entire duchy anyways.

Still, Captain Narol has linked all the appropriate, so enjoy.

Doesn't mention war or peace, so i'd say no.
by the way: -> oldgods_historical_events.txt
Number of settlements in each county may not be four.
