Someone who is "seizing" a country's assets. The "top" of a tibutary "bottom".

Random basically gave the gist of it. A Suzerain in its most basic form is what you best know it as in CK2, a smaller ruler paying a bigger ruler tribute. But Suzrainity is also a bit more complex. It was also a form of indirect rule of its people. If you were a nation and I, a bigger nation, dictated how you can conduct your policies but gave you limited forms of self-rule, that's an example of Suzerainity. It almost boils down to being the toughest bully in the playground who can take your lunch money and then doesnt care what you do beyond paying him.

The US is the suzerain of the middle east's oil, and because the tributary states of the middle east tried to change from the US dollar to Euro for oil trade, it was scene as the tributary states rebeling, leading to a false flag operation on the world trade centre and ultimately "the war against terror". ISIS is just the latest revolt against US tyranny.
