Without conclave:
Be a different culture than your liege, kill your liege until you have a child ruler, become regent, educate him/her.

With conclave:
Buy a favor from your liege, educate his/her child with heritage focus under a guardian with different culture, kill liege.

what is conclave?

Pretty sure you have to have Rajas of India DLC in order to have the option to allow your ruler to convert to local culture or religion. Cost is 500 prestige, but it's an instant conversion.

Other than that, the best bet is to have your heir educated by someone of the culture and religion you are looking for. Won't help with your present ruler, but the heir may have converted.
