Vassals Dosen't Give Me Their Army Levies
1 Is Latgale Vassal It has 400 and can give 80 and other is my son has 400 also and can give 170 but button is gray then i click it. help?
i'm new at this game.

It sounds like they are already raised. You need to get your armies to your home territory and then lower your levies and then re-raise them.

my levies aren't raised :P, i also sometimes i want to atack another tribe and it shows that they got 1000 units and when i atack another 3k comes to help them, how to see their allies or something?

If you're a tribe, you're supposed to use "Call to Arms" on your tribal vassals. They do not provide traditional levies unless you've raised tribal organization laws to high.
Tribals can raise 2500 troops with 500 prestige I think. When fighting tribals always make sure that they have lower than 500 prestige or make sure that you can take out those units. Always check for allies or possible allies. Usually tribals don't have enough money to buy mercenaries but check to see that they don't have a few hundred ducats or you could end up fighting them too.

As a tribal, you essentially call in your vassals as allies, which means you get their full levy, but you don't get direct control over them. You only vassal levies should come from directly controlled temples, which usually aren't worth raising.

also, stupid question, how do i increase my income without building anything since i'm playing lithuania in baltic which is kinda tribalistic

Raid the ♥♥♥♥ out of your neighbors. My experience mostly comes from playing the Norse, but I know all tribals can land raid, and unlike what the tooltip says, it doesn't have to be against infidels. I also know that raiding my neighbors as a Norse, I was able to raise enough for a duchy title on my first character as a tribal count. I think I was king within two generations, before sea raiding even became possible.

what do you mean by raid, since you can't steal their money and vassals aren't that great.

Raise an army, check the raiding button in the corner of their info window, then move them into county in a neighboring realm bordering your own realm. There should be a loot bar on the territory, which shows how much you can make from raiding. When that is drained, move on to another county. You can get more for completely sieging down a county, but it isn't worth it against tribals. And since you aren't going for actually sieging them down, you probably want to split into stacks of at least 500 troops and raid many places at once. Though be warned, if you lose a battle while raiding, you cannot raid the person you fought again for five years. So pay attention to your troops and don't let the enemy engage them.

If you have Horse Lords, be wary of making too many tributaries. The prestige is nice, but you make basically no money off of them, and they will cut off your raiding and expansion routes.

well i need least 760 + they keep atacking me so i spend more money on maintanace than i get from raiding. :P

Also worth noting that the AI will never raise their levies in counties with an enemy presense. If your target is a small nation, it can be worthwhile to send small stacks into every county they control just so they can't raise anything, even if most of the raiding armies don't actually gain you gold, they can buy you time to make more money with other ones. And while it may be suboptimal for raw income, keeping your units together in one large stack can deter any smaller forces from even attacking. Otherwise use your numbers to your advantage. When they send an army after one raiding party, send it to retreat immediately, and keep raiding with your other parties. It takes a fair bit of micromanagement, but there is some signficant profit to be made for a tribal there. Though without knowing your exact political climate, it is hard to say what is worthwhile. If there are any 1-2 province realms, they should be top targets for raiding, as they should have no ability to fight back.
