Where is the download for the server what you set me is an equivalent of a manual.

Look under the Tools section of your Library in Steam. There is America's Army Proving Grounds Dedicated Server listed there. Install that in Steam, then you'll have access to the required server files to host a dedicated server.

I downloaded the game server files from Steam as you mentioned above, but when I try and run it I get an error saying there is a missing executable file. The AAGamerServer.exe is missing. Any ideas on how to get that file?
