Can't get challenge Laid To Rest to open

I have completed the game at 100% and started a new game at a harder level. But now, when I get to Shantytown, I cannot get the Laid to Rest challenge to open, regardless of which effigy I set afire. I've even gone so far as to uninstall/reinstall the game. I'm playing in offline mode, but that doesn't seem to affect the other challenges. Has anyone else come across this bug? Is there a fix or a work around? It's terribly frustrating.

You're not forgetting to pull them down after setting them on fire?
