I can not hear them when they talk

You can turn subtitles on in the options menu.

Have you tried letting Steam check if your download was done properly? I had some errors in the game previously and letting Steam check everything and fix the bugs really did help.

Check you have your speakers configured properly. If you have only stereo speaker, but have 5.1 set in windows or whatever, you might not hear any dialogue out of certain programmes because they expect a dedicated dialog center channel.

Yes, it still applies.

I think you check integrity by rightclicking on your game > properties and then selecting local files tab then you click on the button that says verify game cache or something.

I very much doubt that verifying file integrity is going to do anything for problems with low volume. Low volume is not your typical syptom of broken files.

I play Tomb Raider on a stereo set up myself (no room to place 5:1 speakers) and I also experience low volume voices at times, but only on audio that would've played through the center channel; full left and right is perfectly fine.

I've seen a very similar issue with Skyrim before. Infact; it's quite well-known to affect Realtek chipsets like mine when you only have 2 speakers connected and are using stereo sound. Something that worked wonders with Skyrim is to configure your speakers for 5.1 sound, but only connect 2 stereo speakers mapped to the front left and right channel. (This can all be done from Realtek's HD Audio Manager configuration tool.)

This kind of setup will force the driver to correctly downmix any 5.1 audio into 2.0, instead of letting the game handle it. It can make a substantial difference if the game itself has poor 5.1 -> 2.0 downmixing like Skyrim and, I assume, Tomb Raider.

If you're on a Realtek chipset and are using stereo speakers; give this little trick a whirl. It might work for you.

I know I'll be trying it out for a bit myself the next time I find a segment with voice material where I can clearly test it as the low center volume has been getting on my nerves as well. I find that the subtitle option is not a very good substitute: it's annoyingly immersion-breaking because it's tailored to the deaf and hearing impaired and has emoted lines for each and every grunt or sound effect in cutscenes...
