Cannot access/use DLC purchased at all
I bought TR DLC pack. My Steam account lists a couple dozen DLC items.

However, the "Downloadable Content" item on the game screen does absolutely zilch when clicked. Nothing at all. Nada.

I have verified my game cache, I'm current with games updates (automatically) and I have started/restarted Steam. I even waited a couple of weeks after initially running into this problem, hoping it might be a transient bug in the Steam client (I'm on the beta channel, by the way, but I seriously doubt that's the issue). Absolutely nothing. This seems to be a rare problem (?) and a Google search hasn't shed any light. Any help will be appreciated (I never hold my breath when contacting support, be it Steam or the game developer).

Odd, haven't seen this bug before.

Can you see your DLCs listed when you rightclick the game on steam, press Properties, and go to the DLC tab?
What DLC do you have? Do you know, that the outfit DLCs are singleplayer only, and you have to go to a campsite to access it?

If you bought the different outfits for Lara, you can change them in single player when you're at a campfire, select gear, then outfits. The single player DLC tomb is accessed on the map where it appears (Forest Ruins).

+ when you start the game, and you click the downloadable content menu point it will open a steam window displaying the store's DLCs, EVEN if you own any of them it still displays all of the avaiable DLCs.

@Galleoth: Yes, I can see a total of 23 DLC items when I check the DLC tab. Steam reports these are installed.

I bought an outfit collection, a couple of multiplayer maps, and some weapons/upgrades.

I could access the outfits fine at camp sites.

I'm quite sure that one of the upgrades I bought, the "Agility" upgrade, was not present when I played the game (after purchasing the DLC). Also I don't think the weapon upgrade were there (though I'm not sure where I should have looked for them?)

@GoBucks76: I can change outfit at a campfire. Since I started playing the game after purchasing the DLC, I cannot really tell what tombs/maps would be present or missing. What confuses the heck out of me is that the DLC menu does absolutely nothing.

There is only ONE piece of DLC for single player other than the outfits - it's the single player tomb that in the Forest Ruins - you can find it by going thru the map and you'll hear the warning bells that you're near a Tomb - like the others it's not on the map until you get near to it (the area is blocked if you haven't purchased the tomb...)

There are a few other maps that can be played in multi-player...

Thanks for the clarification on the single player content. I did complete that tomb, and I had the outfits. So, I suppose my DLC is fine, at least as far as single player goes (I haven't tried multiplayer yet). So the only bug I seem to be facing is that I cannot see the DLC from the startup menu. That's a glitch I can live with, but still weird (and had me scratching my head until you fellows helped me figure things out). Thx.

Yep, that's quite sad that it's not working (as it should).
On the multiplayer maps: Well, it might have been a waste, unless you find some friends to play with on those maps. Because the matchmaking system is kinda weak, and you won't really get into any matches, if you enable your DLC maps.
BUT the DLC weapons are really great, try them all alout, well worth it.

For the single player ability DLCs, I don't really know how they work, haven't bought any, but I think those should unluck without any manual activation, or maybe just after you reach the first fast travel camp.

Ive bought dlc costumes pack and while in game cant access it in camp.

As far as I know you need to be in a fast travel camp to access the outfits. The first one is
where you find Sam
