The focus on multiplayer DLC for TR is quite honestly my only real letdown with the game. I don't think it sold all that well though (DLC, not the game), so hopefully CD pulls their heads out of their a$$es for the sequel and focuses on the SP experience.
Tomb Raider, even though it was actually different from the previous series, it was still really enjoyable and awesome. If i were you, Tomb Raider is the choice.
Tomb Raider for the story, visuals and a much more likeable protagonist.
Personally I preferred TR.

Max Payne 3 I thought had better shooting mechanics but thats it, the story I thought went from being Sam Lake/Remedy awesomeness to Sam Houser/Rockstar awfullness. What made the original MP games so great was a perfect combination between story, gameplay and style. MP3 only gets one of those right IMO and Max comes off like a parody of the drunken burnt out cop from one of Tony Scott's more forgettable action films.
Tomb Raider was a full on reboot intentionally and like what has been said it is one of the best games of the year. In fact I would say with how overhyped Last of Us is and how dissappointing the last few hours of GTA5 were this probably IS my personal GOTY. The game would get a perfect 10 from me if only it had a decent prologue to help set up the supporting characters.
Max Payne was fun to play but due to personal taste I was severely let down by it and i'm probably not going to play it again. Again it had really well polished gameplay but not the stuff which made the original MP games great.
I think Rockstar just wanted to make another action game using the bulet time gimmick of Max Payne but weren't actually interested in making a "Max Payne 3". Whereas Crystal Dynamics actually wanted to reinvent a character and series which had fallen into obscurity and what they came out with was a brilliant new start.
TL;DR - Max Payne 3 for gameplay but Tomb Raider 2013 for the cvomplete package and the direction the game takes the series as a whole.
