Help! Can't find the last document from "GPS Secrets"!

I've already found all the relics, GPS caches, and almost every single document - except for the last document from the GPS Secrets set. I've been searching for so long, please tell me how I can find it!

There is nothing there.

First :

The second GPS document is unlock once you collect all of them.
Check your map and see if you found all GPS caches in all of the locations.

Second :

Perhaps you're missing a gps at cliffside bunker. From what I noticed on the forums,
people miss this area due to a lack of fast travel.
Highlight the areas that don't have fast travel.

Third :

Take again a look to the place in the photos !

I have the same probleme...i understand how i can reach it but when i collected the gps, the document was validated for the current map so i could see 100% at bunker BUT...at the end of the game it said 99%...due to this document. I cant see the document and even the gps...how can i get it or if it is impossible unfortunately i'm sick :/ Good game
