Question about Tomb Raider "GOTY" bundle

To the best of my knowledge, Tomb Raider 2013 never won a GOTY award, losing out to The Last of Us or GTA V for each award. Can someone please explain what this GOTY moniker means here?

Award and edition names have nothing to do with each other. Often GOTY edition simply means "all DLCs are included". But there could be other changes too.
It's per developer/published to decide what refresh edition they'll publish to rekindle interest to their game. It coud have any moniker - "GOTY", "Definitive", "Special", "Complete", "Final Cut" etc.
