Almost everything is better about it... Control, graphics, story, variety, gameplay, setpieces. Etc etc.
Honestly I'd advise people skip 2013 and start with Rise.
But if you are almost done with 2013 and enjoying it, then you should be happy that the next one is even better... ;)
I think it's worth playing all three in the current series and if you're planning to do that it makes sense to start here. I agree that Rise of the Tomb Raider is a high point of the trilogy but I think it would only make sense to skip this one if you're short on time.
