anyway, what's the resolution you're running? 640x480 should do the trick even for integrated GPUs. of course you must to set "hair" to "normal"

Launch the Registry Editor (open the Start screen/Start menu, type regedit and press enter)
Go to HKEY_CURRENT_USER\Software\Crystal Dynamics\Tomb Raider\Graphics
Look for RenderAPI and right click, modify and change the value to 9.
Bla bla "not everyones rich" but thats just terrible, a 199$ recent machine would do you 10 times that performance. On a more helpful note, and if you haven't yet, lowering windows desktop resolution (and windows appearance) frees up resources, earning you more fps ingame.
You can get a cheap machine if you want one. Sell yours and save a couple of those tenners. An AMD A8 7600 APU which is like 80$ (and 35 40 used?) plays any modern game at half decent framerates instead of having you scrape for low texture mods that sadly wont fix the problem anyway. Tomb Raider:
