Try to leave Shadows and SSAO on normal, I heard that SSAO Ultra is actually HDAO, which is optimized for AMD cards. Also, make sure you are not using SSAA, since its pretty heavy form of AA and not very necessary at 4k
of course i use v-sync at 60 fps.
In the end I decided to turn off the monitor instead of letting it go into standby mode when I switch to the TV and the stutter is gone.
Way I fixed it was to turn off vsync in-game, enable Nvidia fast-sync, and set a 60fps cap in Rivatuner.
My specs are ryzen 5 3600; amd radeon rx590 8gb special edition; 16 gb ram @2666
The game crashed 2 times in ~ 8 hours play(1st crash was just blank screen after ~2 hours playtime 2nd one was after ~6 hours playtime and the crash dump said that I ran out of memory);
Also my fps are low 37.9 average pointed out by radeon software(latest version 19.12.3)
yes the game crashes for example near the start when climbing these walls; almost always.
but still, using hdds the game slows down sometimes and lags on auto-save; maybe it's because of these new drivers that do re-writes to increase capacity.
but still, it does not happen with the other 2 games (rise & shadow).
Update on the game: if you play less than 3 hours there are no fps drops, I've tried after writing the comment.
The fps was stable @145.4(average)with no lags @ ~ 52% game completion .
I still stand by my original idea that the game is not well optimized !

my games are on an hdd, the os runs on m.2 nvme (ssd).
gpu: rx570, with newest drivers I can run Shadow with high settings at 1920x1080
cpu: Ryzen 3700 x
this configuaration now works for all titles, yes from time to time TR2013 crashed but it's quite rare and i usually play for many hours at once.
very important for Shadow and Rise also seems to be the cpu, which runs at 13 % in large areas.
maybe try at 60 fps ? the game runs on my machine & amd-chill at 40-60 fps, vsync is on, maybe i could turn it off.
Im running from a "Hybrid" drive. Not exactly sure how they work, its about the size of an SSD but has the circular press on the top that suggests it still spins. Think it was some halfway house fad around the time i was building my rig. My GPU is 1060 3gb :)

This is odd I have a 1660 ti amp with an i5 2600x and I run the game with ultimate settings everything completely maxed out with vsync on a 75hz monitor and I have yet to see my FPS drop from 75 according to steam overlay or my own visual watching. It has been buttery smooth the entire 14 hours I played this weekend and playing on a mechanical hard drive as well. This includes really heavy movement scenes and intense combat segments I thought would never end lol I swear I thought the enemies were resetting after awhile.
