Shipwreck beach bug

I'm on shipwreck beach trying to get 100% completion for collectables and I've encountered a impassable bug. After climbing the elevator shaft you need to use an arrow to hook into a craggy wall on an island (where whitman's book and a GPS cache is located). However, any and ALL attempts made to come back down the same zipline ends up in laura dropping into the ocean and smashing her head against the reef.

I've tried all kinds of different locations for placing the arrow, and nothing seems to work, it all seems like it's an issue with the post itself. In the storyline I haven't gone to the research facility yet (though I don't see any reason why this would have any effect on the issue).

Anyone else encountered this issue, or better yet have a solution? Since I'm on the island, if you collect the collectables, it auto saves you to that spot so you'll spawn back at the island unable to go anywhere....really frustrating.

Could you please upload to imgur (https://imgur.com/upload) a couple of screenshots of the place where you're stuck? I'll go there and see if I can figure a way to workaround it.
