Shantytown Part 2 Cargo Carrier not moving TOMB RAIDER (2013)

I've been stuck in Shantytown Part 2 for hours. The moving cargo crates that Lara is supposed to jump onto to get a ride across to the other side of the town, is not moving. Is this a glitch or is there a way to somehow 'switch' it on? In all the walkthrough videos I've watched the cargo carrier is moving.
