How to unlock the FPS?

The game for me is locked at 30 fps no matter what graphics settings and vsync options I choose, and I would like to fix this. I havent been able to find anything online or on here about this issue so I decided to make my own post.

I couldn't find any help online mostly because all of the info was about Rise of the Tomb Raider, not this game. Just bought it and this is REALLY REALLY dissapointing. 30 fps is really unplayable for me.

SO, anyway, because I can't find anything online I would like to try and fix it myself. Are there any registry edits, Nvidia settings, mods, or any other "things" that I could do to fix this problem? I don't know how much of this game I can play if its always going to be at 30 frames.

I'm not technical so I can't figure it out myself, but I can figure out the above stuff, if someone had a solution. Please, anything will do. I really want to have a playable enjoyable experience.

Disable V-sync in Nvidia Control panel. The game could easily go above 100 fps.
Also Enable exclusive fullscreen in the settings.
