King of Chinatown Challenge not working

"Two for the Price of One"

I line the crosshair up with the Dealer's head and the King's chest. I hold down "Shift" to slow it down and ensure the shot, pull the trigger, King dies but Dealer doesn't even react.

Tried that a few times and nothing, of course it's painful because each attempt takes about 3 minutes since you're waiting on the King's routine.

Then I tried using another window, same issue. I've tried shooting through the Dealer's chest etc., but it never registers the shot on him, only the King.

Constantly astounded at how broken this game is. It looks beautiful but plays like slop.
