dxgi.dll missing

My Hitman absolution that I just bought for a amazing 10.00$ will not work.When I click on Hitman Absolution this is what HMA.exe said:this application has failed to start because dxgi.dll was not found.Reinstalling the program may fix this.I have reinstalled this program 3 times and it all the same and each reinstall were 2 days apart.Is it my computer not being good enough or is it legitly somthing missing.Please Help!

I have windows XP and a non-custom non-gaming computer.I need a new computer xD

Hitman Absolution requires Windows 7 and often SP1.

I have SP3 in a 2002 custom with XP Pro 32 bit 3 GB ram and a brand new Nvidia 9800 VC. I also get the same message. Did the validation. Checked on DirectX and nothing to download, all updates are good. Guess I just threw more money away. Again.

It's funny cause that downloading that doesn't solve the problem. It's a problem with trying to run the game on XP when the game requires Win7.
