I'm a Filipino seaman that travels the world. Does this notice mean that I won't be able to play the game if I'm not in the countries listed?

yea if you go to any other country thats not in that list chances are you wont be able to play it... its pretty terrible not sure why steam allows this

except they cost the same in asia. just like in south america, keys cost the same but still cant be unlocked in non south american countries..
