8.1 working fine here.
The fact that your system completely freezes forcing you to shut power off. This is beyond software conflicts, this sounds more like a voltage problem if you ask me or unstable clocks if you are overclocking. Why it only happens with this game? , every game taxes different parts of your PC, this game could simply be taxing that specific hardware that's unstable more than other games causing this issue. One thing to know is that if any software/game completely freezes your PC cold forcing a power shut off, its a hardware related issue, with a software issue you would most likely get a BSOD faulting the software to protect your PC from damage, or CTD's but not complete freezes.
Dont blame the game. Only blame a game when the same issue happens to literally everyone, then its definitely an issue with the game. In this case, since the game works completely fine for other people, we are to assume issues other people are having are more related to their hardware configuration, hardware issues or software conflicts, etc. Most of the time its not an issue with the game itself really, I watch the forums everyday and most complaints are user errors.
But I would suggest doing a stress test on your CPU and GPU to see if something's unstable. The fact again that you have to force shut off your PC ( Completely no response, even Ctrl-Alt-Del ) hints towards a hardware issue. But the problem is it could be anything, Insufficient voltages for Processor/GPU/RAM, unstable Overclocks (same as voltage really), Bad memory sticks, etc. Only way you can know for sure is to stress test each of them and see which one fails.
You can replicate the same issue just by having an unstable OC or having insufficient voltage for one part. I know because I'm an OC enthusiast.
