Anyways, yes you must be kind of new with computer hardware and gaming in general, frame rate should never drop below 60.... 45 is I guess playable for this game since its not that fast paced if your going silent, but 15? No way that is like a slide show. So please if you are going to debate me dont claim one thing then prove I was right by saying 15.

Your first sentence is true to an extent. For game like hitman no you do not need 60 fps constant its ok if it dips to 40s because hitman is not fast paced twich game like a fps is. But 15? It doesnt matter if it is only 2 sec, it sill impacts your vision. If you knew how to do profesional benchmarking you would know there are 3 fps, max, avg and min. Always look at min, take my advice
Try playing say CS GO at less then 60 fps

learn how to read, it doesnt matter if your fps ups to 40s or 60s, you remind of n00bs that used to play quake and say ohh look if I stare at a wall I get 200fps!!! Your clueless, any pro gamer know the fps should never drop below 60 even if its for a few seconds. learn how to tweak n00b
