After trying heaps of posted solutions I finally found a fix for mine. What worked for me was entering big picture mode on steam and launching the game from there, worked first try.
Hopefully works for everyone else.

i got little curious and removed the beta launch day patch. and went back to normal install. the game would not launch. after changing compatibility to HMA.exe (WINDOWS 8) per https://steamcommunity.com/id/VimerYT , this solved the problem. there was about a 2 minute patch up/load time. and the program launched just like if it was 2012 on my toshiba qosmio with win7 . KUDOS

first close your steam and lunch it in admin mode and then try lunching the after some time it will actually download the file and you will able to play it
