Report a translation problem
The error is saying that your GPU does not support directx 10, which is a minimum requirement to run the game.
So if that is the case, i'd ask for a refund saying that your pc can't run the game, and steam will refund for you.
You MIGHT be able to find a free illegally-engineered patch that will run the game in DirectX 9.0c mode, but Steam/Valve does not allow nor support such activities on this site.
Tsk, tsk, tsk. The single-frame-per-second performance is the most eloquent demonstration conceivable that published minimum requirements are NOT mere "suggestions."
You have only TWO viable options in your search for a solution to your problem:
1) If you can't afford 22-and-a-half Euros for a used DirectX 10-compliant GPU, uninstall the game and ask Steam for a refund. I'm sure they'll do it if you've played it for less than two hours.
2) Buy/borrow/beg/steal and install a DirectX 10-compliant GPU.
You haven't any other choices.
