Are you using an AMD graphics card?
If yes for both, then rollback your graphics driver to “16.7.2 WHQL”
Basically there is a bug since the release of 16.7.3 & onwards.
Look for the “Download Previous Drivers & Software” link, on the right side of "AMD Driver" download page. It’s on the page after selecting your Graphics model & Operating System 32bit /64bit link.

I couldn't get 16.7.2 to install. It kept going straight to 16.7.3 but now I have 16.5.3 installed and the problem is gone. Thank you again.
Did you un-install your AMD driver properly?
Control Panel > Programs and Features > AMD Software > "“Change”" > Clean Uninstall or just
Uninstall > Then it will ask for a reboot.
FYI – you can also delete the “AMD” folder at C: drive after each driver installation. That folder is just where the driver files are un-compressed to, before being used for installation. They serve no purpose afterwards.

Though i am a bit reluctant to uninstall-install them again, cause sometimes amd update center behave strange, plus dont want to lose my setings for different games in radeon settings
btw, thanks for FYI info - that helped me free 5gb of space on C drive
