As this exact threat I stated that I could play contracts offline on xbox. I refuse to believe that I can't do the same on pc, I just didn't found out how yet...
The answer is: on PC you can't play contracts mode offline.
I'm not sure what more you expect. You seem to be acting like there's some magical solution no one has thought of in the last half a decade since the contracts server was closed.
I didn't expect an instant answer or magical solutions that's for sure!
I'm just trying to research and figure it out because I'm sure there is someway around it, I just didn't found it out just yet... Either way if I do found out the solution I'll post it in here! 😁

Not even remotely comparable.
If you just want to trick the game into giving you the achievements, yes, that's easy with any number of available mods already, which is all that mod does for saints row.
If you want an actual functional service, no, the contracts mode is far more complex than just tricking the game into thinking you uploaded something to a non existent server.
It's cool but achievements is not what I need actually, would be a neat bonus but still availability of creating/playing contracts in Absolution is thing that I need.
Still the idea of simulating servers is best thing that came into my mind and as Kunovega stated - it's way more complicated than just turning the local server on your machine. Absolution was made by IOI but the servers for online features such as contracts and leaderboards belonged to Square Enix. After GDPR laws enforcement in 2018 and chaos during developing first season of WOA they just decided to disable servers for Absolution. IOI basically have no control of SE servers. They could just turn servers on, but they won't because it's just not profitable for SE.
With all that in mind the most hope I have is for someone who can create code to run a local server for Absolution. Currently I know that some of the programmers on Peacock Project also working to make contracts playable again, but since the main purpose of Project is a replacement for WOA servers - Absolution is not priority right now, beside that they probably need to reverse engineer the game itself to figure this out, which is a ton of work by itself and again it's not their priority (considering that it's also absolutely free).
I'm planning to help them out either by learning code and start practicing or just donating for project, which I do after moving out of country, probably in the next year.
Until then - Contracts remain unavailable in Absolution.
