sadly, but yes Hitman Contract servers are down forever
there is a very good and detailed answer by @Kunovega about why it happened, read it to learn all the background details, https://steamcommunity.com/app/203140/discussions/0/2253434652387593676/#c2253434652387681094
Why would you post on the League Of Legends (LOL) forum?
--------------------------------------------------------------------------------------
1. The developer of this game is IOI (IO-Interactive) not LOL (League Of Legends)
2. IOI don't actually have "official" forums; the forums they link to from the Hitman web pages are actually just fan pages, they are fully owned and operated by players. The developers simply advertise the fan-site, they do not run it themselves. Getting a dev response anywhere is rare. They haven't answered a post on Steam in more than a decade (at most they drop a news pinned news post, but never actually respond to anyone). On the Hitman Forums (fan site) they interact occasionally, they at least visit and answer a question or two about once a month over there. You won't see that here, ever.
3. As for why contracts mode is down, read the other thread that's linked. Until and unless Square-Enix is willing to give IOI the contracts server, IOI can not legally fix them to comply with the GDPR laws. And Square-Enix doesn't seem interested in handing them over as the contracts mode uses IP from some of their other games which IOI does not have a license to use.
And yes, this is old news:

If you want a contracts mode, play the newer games; they are vastly superior and IOI doesn't have to worry about Square-Enix being in the way of keeping them updated
As for why I want the old game to work instead of using a newer title, well, I already Have the old game and expected it to work. We're in a pandemic and I don't have the money to buy more games, just to replace a game I already have. If the games just break over time that's not going to convince me to buy more. I liked that old game and had memorized almost all of the levels. I'd learned lot of tricks that could wow my friends and that's just not possible without the contact mission set-up menu, which I'm really surprised wasn't unlocked from the online node once it was taken down.
