And for what? It's a mode meant to share contracts from other people, how exactly are you going to get contracts from other people while offline?
What you are asking would be a massive amount of work to accomplish precisely nothing
And it's far more work to even attempt what you are asking compared to actually fixing the servers since they are only down due to the GDPR law changes, they litterally just need to add a privacy opt out feature and a new EULA splash screen
If Square isn't willing to do the minimal work involved to get the servers up to the legal requirements so they can be turned back on, you actually think they will go through the huge effort of building an entire new service that won't even function for it's intended purpose?
I don't think you understand what contracts mode was, nor the amount of work you are asking to be done just to get a mode working offline that was never designed to be used offline

I'm simply tellimg you what's going on. You are asking a company to do a very large amount of work when the reason you can't play is they are avoiding a very small amount of work.
Which do you think is more likely?
1. They do the large amount of work required to create an offline mode
2. They do the tiny amount of work required to update their privacy policy and fix the servers
3. They do no work and leave things as it is
If you even want them to hear you I suggest contacting Square, they haven't made a post in these forums in 6 years.

The only Hitman contracts modes available are in the two newer games

With the servers down, contracts are not hosted and thus not downloadable.
