PS: It was a pre-order thing, right? But as far as I know and see it is NOT available for other players.
You have to install it separately from your games list
You've failed to understand a few things:
1. It's always been free, there is nothing to buy and never was
2. It's been included with Absolution since before Absolution was available, and continues to be given out when you buy Absolution
3. Yes, it was a pre-order bonus ~ but not in the way you understand it. It was a stand alone game that was given out BEFORE absolution even existed, had you pre ordered Absolution you were given sniper challenge months before Absolution as a stand alone game, there were contests and prizes for the winners
4. Because it was a pre existing game it is, was and always has been a seperate install

There are litterally dozens of these posts on the forums, I've had this exact conversation with dozens of people over the course of the last 6 years since Absolutions release (in 2012). Every single one of them starts out with "how do I add sniper challenge to absolution" or "how can i get it now that its not a pre order" because you don't grasp that it isn't and never was a DLC
It's not something you access through absolution and it never will be
It's a stand alone game, and if you own Absolution you own the rights to play it. If you had pre ordered Absolution you'd have been allowed to play it and participate in contests that happened before Absolution was released
Do you understand all of that? Because it means two things:
1. Either your purchase of Absolution worked correctly and you already have Hitman: Sniper Challenge
Or
2. Your purchase of Absolution was bugged and steam didn't give it to you (when it should have)
If you do not already have Sniper Challenge you need to contact Steam, you bought Absolution, Sniper Challenge should have been included, it was for literally everyone else on the planet who has brought up this conversation so many times over the years, but if you are that special person that it didn't work for, then you need to contact steam and have them fix your account, they owe you the game
If you are like the majority of people who simply didn't know where to look, you click on: Library (at the top of steam) and then Games (not installed, you want to look at your full games list, even the things not installed).
You will find (or should find) Hitman: Sniper Challenge as a stand alone game in your games list, like this:

It's not a DLC, it never was, it's installed seperately from Absolution because it was a stand alone game you could play prior to Absolutions release as a pre order bonus.
What you are missing by not having pre ordered it is that you can no longer enter the contests, the prizes were awarded and ended many years ago
So, do you understand yet? Either you have the game already and its in your games list, or steam owes you the game and you need to contact steam support, because it is, was and continues to be given out just for buying Absolution, it's just not direclty part of absolutions install, it's a stand alone

Note, if you bought absolution retail and not digital, sniper challenge was its own activation code. You needed to use the code for sniper challenge and the code for absolution
I own the retail (steam) version on dvd. It is called Hitman Asolution Professional Edition. There is a Hitman book inside. And on cards i can see the Agency gun pack dlc code and of course the game code. (I can see it on my games list...) BUT there is no code for the sniper game! And it is not on my games list. And also I can not find the Hitman: Sniper Challenge in the steam shop. Maybe they removed it? Like.... the Rambo Game is also not available / downloadable anymore in shop. I do not know. PS: there is another card, but is just a square enix members product registration card -and well I don't want to be a sqare enix member. So what now?

You have a retail copy, you should have been given 3 codes. Pro edition came with the sniper challenge code, a DLC agency weapons code and the absolution game code, I have the PC professional edition and still have all 3 codes on cards, along with the hard cover collectors edition of the guide book (bought seperate)
Sniper codes were on a seperate card that the retailer should have provided you with, they were not "in the box" they were distributed as an add on
Without that, there was also a time when you could use your game code to request a sniper code, like this:

You either need to contact your retailer and ask why you weren't given the code, contact square and see if they will let you redeem your game code to get a sniper code, or beg steam support to activate sniper challenge since it was free with absolution for everyone
Had you purchased through steam it should have been activated automatically

Code and instructions to redeem were on the other side of it
If you pre ordered you were supposed to be given that card ahead of time. If you didn't they should have been attached or handed out with purchase. I know at my local retailer they kept them with the discs (they open all the boxes, put the boxes on the shelf and keep all the discs/books/paperwork in envelopes locked behind the counter ~ you bring the box up and they find the envelope that goes with it for you to buy)
If the retailer failed to give you one or if you lost it, square created the redeem website to generate new codes, you would have entered your game code and it would generate a sniper code, which is what I linked above:

I don't know if they continue to care to let you redeem and get new codes, that site is down for me at the moment, but as you can see in the video, it used to work
I guess the hitmansniper redeem page is down, yes. So... I am not the only one with problem of missing sniper challenge code card?! Shame on the hmm lazy (or greedy?) retailer guys!

I will ask steam support, maybe they can help. I hope so.
PS again: I wonder... If sniper challenge is free for all buyers of Hitman Absolution, why is a steam activation code necessary (?) They should make it work without code.
As explained earlier, the point of sniper challenge wasnt just a pre order bonus: it was being able to play it prior to absolutions release for the contests
So it was designed as a stand alone, and the codes could be given out prior to having your absolution game code which didnt come out until absolutions release
I'm not sure how they could achieve that at retail without being seperate codes, since they couldn't give you the absolution code until release date
After release, they didnt make more retail copies, on PC it was digital purchase only and bought through steam your bundled purchase activated both games to your account
For those that lost or weren't given the sniper code correctly at retail they created that website to generate more codes from absolution game codes, which is a far cheaper solution (for them) than trying to rebuild sniper challenge as a connnected piece of absolution
We're 6 years past them making money on this game, I don't know how much they care anymore
PS: Maybe some one from the devs can help me, if you read my probem (?) :)
