Adjust sound settings in the BO2 Options. Also, try ALT+TAB'ing out an increasing the sound settings using Windows Mixer.

Already maxed, zero games have any issues; this requires windows sound to be at 100% and my headset slider to be at 100% meanwhile I can have other games on nearly 20% and it'll be loud enough

This game has this issue, and searching it in google leads to threads dozens of threads with the same issue

The only part of the game where the sounds are low are when you launch the game into the lobby and at the bar where skrillex song is playing without notching it past 3 1/2 bars on logitechs z5500's w/Fatal1ty sound card. Even if Windows sound volume is at the peak. All the other sounds at 3 1/2 bars sound clear in my set up minus the footsteps.

Hmm, try updating your drivers? If you're using an external sound card that might be the case (an external sound card is a sound card that doesn't come pre-installed on the motherboard).

If you're running any background programs, close them, especially programs that require Adobe Flash or play music/sound.

It's on-board audio, also that setting to lower other sounds is disabled, all sounds play at their intended volumes

This is an issue with the game having lower audio than it should since the devs decided to use their own mixer crap, there isn't even footsteps really

Google black ops 2 pc 'low sound' or 'no footsteps' and you'll see dozens of threads, the game sound is just low and they don't have real directional audio

Notice how when you throw a frag nade at an enemy and they yell "grenade" that sound is directional and lets you know where the enemy is, but you can have people run behind you and knife you and hear aboslutely nothing over gunfire, only time you'll ever hear footsteps is maybe a 1v2 and no gunfires, you'll hear a 'bass' thump no actual footstep

The game is really poor but I'm glad they did it this way, this is the most dead call of duty game on pc to date

BO2 works perfectly fine for me. I use a P11 Turtle Beach Headset, purchased about 2 years ago. I have no footstep issues, no sound issues, nothing. I even tested the sounds, just incase, but everything seems to work perfectly fine... Sorry to hear that your game isn't functioning to your liking.

Also, I love how Steam took your misspelling of "absolutely" for a swear xD
