I have dual core, only 2.4GHz and I can run it decently enough with 40+ fps, only problem is longer loading time but as I have read that may be cause by my Radeon card

Games aren't CPU intensive. Sure they can cause bottlenecks and a dual core eventually will cause a bottleneck but it is fine for most games.

I hope you realize that the CPU only handles certain calculations (very little of them in games actually). The CPU mostly handles calculations related to physics, however if you are playing a game that makes heavy use of physX (very few do) then your CPU won't be enough. If you have an nvidia GPU then your GPU will automatically offload the calculations from your CPU to your GPU.

In 95% of games though, CPU makes no noticeable impact to performance. BO2 does not use advanced physics calculations (the only FPS games that do that I can recall from memory are some of the more modern Battlefield titles)

If you aren't getting constant 200 FPS on BO2, it is not because your CPU is bottlenecking you, it is most likely because your GPU isn't capable of running it at that framerate (and if you have an extremely low amount of RAM, then that will impact you also.)

You can even look at task manager to see how much of your CPU is being used while playing a game. I've got an i7 2700k @ 3.5 Ghz and even BF3 uses under 20% of my CPU power.

My old rig had a core 2 duo @ 2.3 Ghz and even that ran BO2 fine when I used my current GPU (radeon 6950), However when I tried to play BF3 (a game that requires a more powerful CPU) I had slowdowns.

There is no point in getting anything other than a decent quad core CPU if you plan to use your PC for gaming and not intense programming or rendering videos/animations.

As for the OP's question, BO2 should run at 40 - 60+ FPS FPS if you set everything to the lowest and play at a low resolution. The only real issue you have for gaming on your build is your GPU. An upgrade would be the best choice, you can probably find a decent enough card to run BO2 and other games at a good FPS for under $100.

The radeon 6670 is a good budget card for your money, you can get it for about $70 shipped on newegg and it has a $15 mail in rebate offer.

Oh, and CSS/CSGO are nowhere near CPU intensive, hell, CSS can run amazingly well on machines that are over 6 years old.

The question is... is Black Ops good enough to be played on your computer? You can have a bomb ass computer system, the best peripherals out to date, a top notch internet service provider but once it hits those servers not of that isht matters.
