Report a translation problem
1. Delete your client registry blob in the steam folder and your player’s folder from the black ops 2 folder.
2. Restart steam.
3. Make sure all of your other games are up to date. There should be no new games installing or updating.
4. Verify the integrity cache of all three executables (SP, MP, ZM).
5. Trying making a new steam folder and install. You can keep your old one and your old games but some of your old games might be conflicting with Blacks Ops.

Update your motherboard BIOS. Don't bother donig anything else
delete the hardware.chp hardware_mp.chp and hardware_zm.chp
These are the hardware settings per game. IT sounds like your MP/ZM config is messed up. Deleting those files will default you back to normal.
And i have read of your help posts but nothing can fix It : (
