What are your system specs? Have you tried reinstalling all of Steam?

Things that I would try if you haven’t already.

1. Delete your client registry blob in the steam folder and your player’s folder from the black ops 2 folder.
2. Restart steam.
3. Make sure all of your other games are up to date. There should be no new games installing or updating.
4. Verify the integrity cache of all three executables (SP, MP, ZM).
5. Trying making a new steam folder and install. You can keep your old one and your old games but some of your old games might be conflicting with Blacks Ops.

I'm having the same problem, campaign works fine but zombies and multiplayer won't load, I've verified the game cache on all of them and it's not working. Mine worked before but the harddrive my games were on failed so I had to delete the content of them and redownload, that's why I have no clue why it's being such an arse ache this time

I have since then fixed it. If you have a large monitor (ex 1920 x 1080) go into singlplayer and change the resolution down to like 800 x 600 or something stupid like that then quit and go into multiplayer. If it works you should be able to simply change the resolution back to normal.

Try going into c:\program files\steam\steamapps\common\call of duty black ops ii\players

delete the hardware.chp hardware_mp.chp and hardware_zm.chp

These are the hardware settings per game. IT sounds like your MP/ZM config is messed up. Deleting those files will default you back to normal.

Try to start the game right when you start the computer, it might be due to your video card. Also, the resolution size helped me as well.

I have tried that! :)
All you need to do is change your moniters resolution to 800 x 600 and then go into BO2 and then change the resolution in BO2 to whatever Resolution you want and then change your moniter's Resolution to what you set it to in BO2
