- when you start the game, open the task manager, and locate the game process. Right click on it, and set PRIORITY above normal, or high.
-close all unecesary programs that run on your pc, http://www.razerzone.com/gamebooster is a program easy configurable, that can shut down all unecesarry proceses when you run BO2.
-if you are stuck on waiting textures, set that option in-game (option>graphics>textures) on medium or low, and see what happends.
-I would personalñly try and use steam to make a check of the game, right click your game in steam, properties, and choose check files, or repair. For more, if you have a good net you could always try to reinstall
-For amd, see that the game uses 4 cores as maximum, if you spread the game process on all 6 or 8 cores, will load slow, due to amd architecture on single tasks.
I have the game installed on ssd, boots up like a crazy mofo, but that is a personal option, and costv a bit. But yeah, installing the game (s) on SSD makes them start faster, and load faster the maps etc.

If the above doesn't work and you've uninstalled, reinstalled and updated all drivers till you were sick then for now thats the best you can get, we both have to wait for AMD to release some sort of update to fully address the slow load times for BO2.
But hopefully the above will make enough of a difference for you.
you have amd fx which keeps giving people problems in this game
Anyway... I work on a software shop and repairment house.... My boss tried to run tha game on a computer that we are assembling for the last couple of days, and we had the same problem!! Longer loading time that is should be! That's why the games have tha phase of "waiting for the other players", am I wrong?
Anyway, the PC where we tried the game is one of the bests that money can buy on our days... Not the best, obviously, there's always a better one, but believe me when I say that it is a really really good gaming PC, I'm assembling it, I know everything that machine had inside! And the loading time remains!
In my opinion... this problem are related to the game itself! Even if you don't have an awesome computer, if the game runs correctly, it should wait for all players before start the match! It's the standart procedure....=\
