Is plutonium discord overlay possible?

No, I'm not talking about discord detecting it and making it my status, that's not an overlay. Can I somehow make it so when I press shift and tilda at the same time, it will open discord in the game, and it will show me the users in the call and who's talking in the top left of my screen.
