the in-game player counts for black ops 1 is broken for ages, on all platforms. I guess it still shows something like "1 million players" on xbox 360, or maybe on ps3. obviously false numbers as of 2020.
black ops 2 on PC doesn't have server browser and dedicated servers, unlike black ops 1. it uses official p2p lobbies by treyarch. so, it functions almost the same as consoles do for many years.
steam charts is a very useful source to learn player counts for any game on steam, just fyi. now I opened the website and wrote call of duty at top right corner and it listed all cod games on steam by the player counts.

remember that the last two cod games after cod:wwii are released only on battlenet. as they aren't sold on steam store, no info available on steam charts list about them. also the cod games before cod:mw2 aren't steamworks integrated, so many people play them on retail DVDs without using steam. due to this fact, player counts for those games (cod 1,2,4 and waw) are actually higher than it seems on steam charts list.
