Can I get Diamond Camo for smg without Peacekeeper?

well, the peacekeeper is a dlc weapon so yes, you don't need it.

Another question, lets say you own the revolution dlc but its disabled, will you still be able to get diamond camos for smg's?

You can get gold on all the non-DLC SMGs and get diamond, at a later date you can then gold your Peacekeeper, and get it diamond.
