I looked into plutonium, didn't feel like messing with it to make it work Lol Lazy af
I even plugged my old PS3 on and found many players in MW2 and Black ops 1 lol.
But this is PC we're talking so The best advice I can give you guys is to get Plutonium for WaW and MW3 if you care and purchase BO 2 & BO 3 Chronicles Edition on Steam.
OP's question is mostly about MP modes. popularity of BO2 and especially BO3 are mainly related to zombie mode (custom content from steam workshop in BO3's case). their player counts may still seem high on steam (especially during sales), but TDM is currently the only alive mode in PC BO3 (for a couple years), whereas PC BO2 had a few other populated modes (like FFA, DOM, HC CTF), before the cheaters have taken over.
CoD games with community-run dedicated servers (CoD4, WaW, BO1) still have active S&D servers; but in addition to two games you mentioned, S&D mode is "also" dead in PC version of MW3, BO2 and Advanced Warfare. since around early 2010s, consoles have always had bigger MP playerbase compared to PC, so it's always a good idea to evaluate population of CoD games separately for PC and consoles.

because it was your post that gave false info about playerbase of a certain game mode. and that's why I felt the need to correct, so that nobody pays for BO2 on steam while hoping to find S&D matches easily. I already know about Plutonium launcher and also aware of private match option, but it doesn't require a high IQ to understand that OP essentially asked about playerbase in "public lobbies". unless being a very active player with lots of friends, nobody would try organizing proper (4v4 or more) S&D private matches with others for an old game like this.
