As far as I know if you select a tech too far up the tree of techs, then anyway when you get to the game you have to go through the techs you needed first before getting to that advanced tech, if you can even select it at all. In other words you have so many points, and so many starting techs, then you select a tree of techs - like human to follow during the game.
You can only select so many with the points.
I think my assumption was that I could "mix and match" techs across different races.
It appears that's not the case, unless I'm missing something...
Some aliens have different techs I think you can not even choose. And some are about the same as Humans or whatever. I only made one Custom Race, and even with that, Humans get one more move per ship in the early game than I get with my Custom Race. But I have been using them, and keeping Humans out of the game.
Still trying things out though and not playing one of the alien races in the game.
And I would have to play Altarians first for awhile before picking their tech tree. And maybe some others alien races probably first to know what they are about.

And if you did look there in Modding and did not find anything, then I guess the only other place you could check is the Wiki or whatever it is for the game, and if not there I guess not then.
