That's how it felt, I can't be sure if this is actually how it works because it doesn't seem to be documented anywhere that this happens, but I can't think of any other explanation, I've spent the day reloading saves to try and produce enough books to build the library of celsus, but still couldn't before I progressed to the next age.
Yes, indeed. The Germans just started Hanging Gardens in my current game, but all nations are already in Act 2. Is this a bug or intended advantage of the AI?
There are things that do go obsolete, but not many. And there's an UI element in the tech menu for letting you know when something goes obsolete, but the ONLY item that actually uses said UI element is the Stone Pit(which even goes obsolete from two different techs).
