People sometimes get stuck down at the sea bottom.
And when i use the submarine to go down. people cannot come down anymore and get stuck up above.
Sorry about this! In v0.66.17, there will be an option on storage boxes (similar to other buildings that provide drinks/meals) to prevent them from being taken out for consumption. Hopefully it will help!

This person is being somewhat difficult. Any advice on how to recover them?
Edit - I restarted my game because of the issue below (Which did not help that issue) and it fixed this issue. They are working again.
A lot of my people who I swear should have 'Big Hands 2' or higher now show 'Big Hands 5' and although I have been upgrading a lot of them I do not believe this to be accurate. All the displayed values show they can carry 1 extra item even though they have Big hands 2.3.4 or 5. I do not think I have upgraded any past 3. Anyone with 1 is showing this correctly.
I think it may be going directly from 1 to 5 (instead of to 2) and not giving any extra carrying capacity.
It could use a way to see what each person is actually carrying at any time.

If a crane would otherwise be idle and you have two storage crates it can access and both crates have minerals as a storage option then the crane will constantly shuffle a mineral back and forth from crate to crate endlessly.
edit - if you have water as a storage option but the crate has no water in it then the crane gets stuck permanently trying to pick up water and will do nothing else but attempt to pick up water.

I am still investigating and savefiles really do help me understand the problem a lot more, and help me to diagnose better to put out a fix~ thank you so much!
Good question. I fear you need to provide a little more information.
Once you build the pier I think you need a sailor recruit (and then maybe to unlock the research but I am very unsure on this part) and then I think you are good to build the boathouse out of the supplies on the pier. After that you can use the boathouse to build a boat - it details the materials needed for each version.
Any of that help? I only did it once the other day so maybe I got this wrong but IIRC it might help you.
I will just add that in this current version there seem to be little to no point upgrading past the first boat as the unlocked areas have no playable content. All that works for now is the coffee/carrot/chocolate island.
The extra room you can sail is somewhat handy for catching up to any floating detritus that you may want but otherwise don't panic about the motorboat and sailboat.

Thank you for bringing this to my attention and sorry for the trouble caused! I am working on a fix in v0.66.17 that will fix this trait as well as many other traits, as well as buff big hands to work at all levels (+5 at level 5).
It seems there was an issue when learning these traits at the school that caused certain traits to also be granted at a higher level than expected and traits to sometimes even fail to apply. This change will be rolled out on experimental first to test that it doesn't actually break other stuff, and then later rolled out to everyone on default. Once again sorry to all affected.
I am having the same issue. Any crafted item that has water as an ingredient, the villagers don't fetch it. I tried putting water in a storage crate instead to see if they would use that as a resource, but they immediately put it back in the water tank and continued to not use it in recipes. Haha.
Likewise but I think I got it a little better by setting something much higher in the building priority list, or maybe setting something much lower??? Not sure, maybe both things combined helped.
Definitely irksome when they suck your water out of storage and put it back into the tank.
Another thing I did once with modest success was to put bulk water into my personal inventory and then let the water tanks refill naturally before putting water into the storage chests. I am not sure where it went exactly but it took a lot longer for it to drop. Might still have slowly gone back into the tank as it was used.
