Using the right mouse button to rotate the view angle may potentially conflict with other right click functions within the UI (such as retrieving items), so for now it may be tricky to have the hotkey be changed. However I definitely will keeps this in mind and see if this is something that can be improved!
On another note, if you're asking this because you don't have a middle mouse button, an alternate would be the left and right bracket keys [ ] which also rotate the view, though I understand it's not as convenient as the mouse.
Most game players' mice have side buttons. I use "[" and "]" to bind them to the side buttons of the mouse. Maybe I can set secondary buttons to bind them to the side buttons just like other games
