Also Phantomize has no business giving bonus move speed whatsoever.
1) okay, you're intouchable, but what's the point when your opponent can simply keep the same movespeed as you? so he just have to wait the end of phantomise to hit you again
2) there is multiple classes with bonus movespeed in their kit, fighter have a free dash skill, bard who can buff his speed with his songs (lasts for 60-90 sec, so its gonna last easily a whole PvP fight), wizard haste etc
3) warlock don't have the fastest BASE movespeed compared to other classes, so without that bonus movespeed, you're gonna get the 1) problem if not worse : people going faster than you
TL:DR movespeed balance is broken and must be fixed before changing perks/skill that affect said stats
