Cannot bring cobalt ore for the armorer quest

I bought 10 pieces of cobalt from the trade and I cannot Fill the items. Do I need to Mine them?
Cannot I just buy it?

The quest items require them to be looted from what I've seen. Items have different qualifiers other than poor/good and looted is one of them. You can just buy the stuff after you do the quests, the purpose being after the quests are done you get new things you can create with said materials. Chicken and egg thing, gotta find them first.
