Bring in a pick-axe and mine the dark blue ore nodes, which only spawn in certain areas of a map.

You mean cobalt ore? Go to goblin caves. It's found randomly.

The middle elevator and top right mining area of goblin caves contains ore spawns.

Yet to find any others unfortunately so good luck.

Does it only spawn in goblin caves?

No, some rooms in crypts (big vertical corner room, middle small wraith room) and inferno (big corner spider room). There are more places I'm missing, as I'm not an avid miner.
