Do ropes come back down?

Ropes are single use.
Stairs are single use.
Portal pedestals create three, single use portals.
The elevator in goblin caves comes back down multiple times.
The elevator in ice caves or whatever you call it, I believe is a one-time thing.

Ropes, staircases, and portals are all one time use as far as I know. Elevator and raft come back after an amount of time.

they come down around 4-6 min then you can use them

I also want to ask, after a player uses the one time escape, does the icon on the mini map disappaear?

no it stays, but if we take stairs for example, there will be blue torches outside indicating if its active. If they arent lit that means someone has used the stairs and it cant be used again.

The blue flames by doors will go out if its used, the rope will be gone (figure out where they are, can see from distance). You'll see caved in rocks in places to know its been used etc.

I think there are audible ques to some exits being used as well but I'm not sure.
