These are the most important stats for ranger
This is not totally true.
True phys damage doesn't scale. So if you use a low armor pen bow like the survival bow it can make a somewhat noticable difference especially at long range, and this is good. But, if you use a long bow which has 20% armor pen and you have a good Physical power, you'd rather want to increase your damages in a way that scales with it, so additional weapon damage could be way better than true damage especially if you have additional armor pen. This way you can simply turn a +1 damage into a +2 or 3 damage, or even more.
About Agi and Dex. Action speed scales 3 times more with Dex than with Agi. You want 15 agi if possible, because below 15 Agi you get a movement speed debuff, but do not try to raise Agi too much. Instead, get boots with good movement speed (eg: lightboots) and only get 15 Agi, you'll be pretty fast / fast enough. Instead of wasting points into more Agi, you want your spare points to go into Dex to fire and reload your arrows more quickly.
About Strength. Physical power, which is a multiplier for physical damage (not melee damage, but physical damage) scales with strength. It will not multiply any true damage, but it will multiply your weapon damage as well as additional weapon/phys damage of your gear (thus can be better than true damage in most setups imo)
Just like Agi, you want Str at least at 15 to avoid being in the debuff part of the curve.
When you have the "minimum stats", if you want to deal more damage with your bow you can increase:
-action speed or Dex for faster firing
-physical power or Str or additional weapon/phys damage for more damage per arrow.

Dex is overrated as you have quickshot and rarely are you arrowing over and over without having to turn and run or something of that nature. The attacks speed increase is very weak in comparison to % damage on strength. I wouldn't touch Dex personally.
The type of bow dictates stats as well. Survival bow = True physical is king. Longbow = Phys power/strength is king. Recurve = more balanced. I like recurve personally.
I mean if you plan to be a melee ranger I guess? And get 1 shot by barbs, sure. Dunno, never seen any rangers use it, will have to try it.
Quickshot with surv and stacking true phys is nuts but expensive. With a standard recurve and good mix of armor pen+phys power you do plenty of damage. Its also alot about movespeed and agi. Health so you dont get 1shot. Not alot of room for Dex.
