There is quite a bit wrong with a lot off what your saying here which leads me to believe that you are either partaking in nefarious actions and trying to defend others who are doing the same, or you are legitimately delusional about how frequently purple items drop in normal dungeons.
1. According to the wiki (https://darkanddarker.wiki.spellsandguns.com/Luck) at 0% luck you have a 5% chance to find a purple and at 250 luck (which is 10x the value you suggest and also likely impossible to obtain while saying under 25gs) you have a 13% chance to find a purple. This next bit is anecdotal but in my experience its uncommon to even find a singular purple equipment in a run without killing bosses so doubling that chance doesn't seem like it'd make that much of a difference.
2. I haven't found any combination of green accessories/items that allows me to take in more than 2 without breaching the 25gs limit. So unless they are using the best luck potion available and hit a max roll on that potion (50-150) while also wearing two green items that are max rolled for luck (a 50 max roll is only available on certain items, most items can only roll 25) then they aren't even hitting that 250 luck mentioned in my first point, and keep in mind that is still 10x what you suggest. And keep in mind they would basically be naked except for those two items.
3. Even if they did somehow manage to get enough luck on their gear to make this happen that doesn't explain why their inventory only had healing items in it. Are you suggesting that they brought in luck items, found a full set of purple gear in such a short period of time (which I have never seen anyone do without killing another player that had purple gear on them btw, even in high roller) and then... dropped their luck items? That doesn't make a whole lot of sense.
