Of course you can never stop smurf accounts and that just has to be expected. Timmy hunters despite it being "fun" are ruining the game for newer players and ultimately destroying the games player base. It's not hard to understand its like this because its hasn't been "fully" released yet so it doesn't have as much press. So when a new player finds it Tommy is delighted to smash open his Christmas present.

You don't have to be rude, I asked a simple question.
The problem with your suggestion is that it makes queues incredibly long for players who stick around long term, so they are *incentivized* to make new accounts to start over.
It's not a problem that can be addressed, that's true, but giving players more reason to do this will only be worse for the game than the current system, which does need more work.
Likewise, this would also make queues for newer players worse as time goes on, because the dedicated players will either be stuck in queues they don't have access to because they're just starting out, or they'll just be run down by the smurfs.
As of right now, you could have a really high fame player in a lobby, a bunch of newbies, and a bunch of players inbetween which I think is better than having just new players and smurfs.
Edit: Just to add a little more, this information isn't just assumptions, it's based on what I've experienced myself and seen from top level players of other games. The average League of Legends ranked queue at the top is around 20-30 minutes because of how precise things have to be at the top for a game to have all players of similar skill, and that's in a game with millions of players, not 10k.
I experienced this in Apex Legends, even ranks as high as platinum were 10-15 minutes a pop, and that was at the games' peak. I'm guilty of making new accounts, probably 5 or 6 of them, because waiting wasn't something I wanted to do.
