Help locating an item.

I can't find the Shackles item.
I've been searching all over, but either am missing a spot, or getting horrible RNG?
Where do you obtain this item? Certain areas or mobs?

look around boxes with human mobs spawns and the castle where you have to swim under the left side under like a prison. after you open the first draw bridge and all the others on the wood scaffolding as you walk out on the left and right a chance to spawn quest items. found old rope, shackles and compass so far.

in other place I've found scabbard, anchor, conch shell, woven rattan bottle, Mysterious Potion and Spent Candle.
