I wouldn't say 100% - and that's because they could still run their platform. Let me explain:
- we had play-tests over Steam before Nexon filed a lawsuit with the sole purpose to remove Dark & Darker from Steam platform;
- Ironmace as a developer was using Steam services across to minimize their own technical debt, stuff like download & distribution, account creation & user information, any kind of data save, etc.
- these services Steam provides helps a lot not just the small companies, even large business uses these services as they all make sense;
After the lawsuit was filed, Dark & Darker was removed from Steam and we all know Nexon will be unable to win, and they would never be able to win in courts in USA - ie. there was never this possibility in the air, Ironmace was sorta of "forced" to work on their own private distribution method - which I reckon they named Blacksmith, or so was the info Ironmace provided on their Discord.
Does Steam charge business to distribute their games? - Probably.. how much does it cost? - no idea.. add now, how much has Ironmace invested in building their own platform since Nexon forced them to do so?
Question will be, what provides best advantage? - IMO, Ironmace could easily ditch their own platform and integrate via Steam, however, other businesses like Battlestate Games - which have Escape from Tarkov does not use Steam, they did their own launcher to distribute & provide updates and that's it.
Considering Ironmace decides to utilize Steam forward, it would make all sense to provide keys to everyone who owns it already, as they could ditch efforts and reduce their own costs of running these services themselves.
